YES. QCodeEdit is available under GNU General Public License and as such it is free as in free speech. Besides QCodeEdit packages are of course available for free (as in free beer).

If you consider that GPL is too restrictive, you may obtain a BSD-licensed copy of QCodeEdit but this however will NOT be free.
